The Village of Hartland Village Board approved payment number four to Mid City Corporation for $1,053,202.50 and adopted a resolution recording American Rescue Plan Act (ARPA) funds used on the Highway 83 Water Main Rehabilitation project at its Nov. 25, 2024, meeting.
Village staff told trustees that Mid City had finished the primary work: crews disconnected and reconnected the backflow preventer, meter and a fire hydrant on the Delafield side, and that the affected school and a nearby resident were back on the system last week. Staff said a small amount of restoration work remains in the marsh area but that the water main was sealed and operating before the payment recommendation.
The board voted to approve the payment on staff recommendation. Board members also approved Resolution 11252024 to record the village’s use of ARPA funds on the Highway 83 project; the resolution is intended to document local approval in case federal auditors or administrators request formal evidence the board authorized the spending.
Trustees did not request additional conditions or amendments during the discussion. The record shows the board moved and seconded both the payment and the resolution; each was approved by voice vote with no roll-call tally specified in the record.
The payment is the fourth contractor payment tied to the Highway 83 project; staff said a project retainer and warranty period remain in force where applicable. The ARPA resolution passed at the same meeting to align the village’s accounting and audit trail with federal grant requirements.
