Hartland board approves DNR water‑plan contract, backflow inspections and several utility purchases

The Village Board of the Village of Hartland approved multiple utility- and infrastructure-related actions on Dec. 9, including a contract to prepare a Department of Natural Resources water supply area plan, renewal of cross-connection inspections, a vehicle purchase and acceptance of public infrastructure at a commercial site.
The board approved a contract with engineering consultant Ruekert & Mielke (recorded in the packet as "Rookert Milke") to prepare a DNR-required water supply area plan at a cost not to exceed $49,000. Staff said the requirement took effect in July 2024 and applies to communities whose water systems serve populations of 10,000 or more; the plan must be finalized and submitted to the DNR by Dec. 31, 2025. A staff summary said the plan will document facilities, project future water demand, evaluate alternatives with cost analysis and produce a recommended plan to guide system expansion. "The plan is required for any community that serves a population of 10,000 or more," staff said.
The board also approved renewal of HydroCorp Inc.'s contract for cross-connection and backflow-prevention inspections for 2025. Meeting discussion included a discrepancy in figures in the staff memo: at one point staff stated a renewal cost of $742,076 in the packet text, but the motion carried for a renewal amount recorded in the motion as $14,076. The board approved the renewal at the $14,076 figure; staff should clarify the apparent transcription or packet-error amount for the public record.
Public works and utility purchases approved included a body-and-chassis purchase for Water Truck 2, amended in meeting discussion to $111,574 (replacement of a 2011 vehicle). Staff said the chassis is expected by January and specialty equipment (a crane/hoist) will take 10–15 weeks for delivery.
The board accepted public infrastructure on West Capitol Drive — public road and utilities installed by a developer — contingent upon receipt of lien waivers. The board also approved a 10% reduction in Kwik Trip's letter of credit in the amount of $57,802.40 as part of the near-term acceptance process.
The board approved Resolution 120924, changing the sewer-average consumption calculation to use first-quarter usage (December–March) effective in the first quarter of 2025; staff said the change responds to warmer Septembers/Octobers and increased late-season lawn watering that can inflate a customer's sewer average when fourth-quarter usage is included.
The board also approved Resolution 120924A, a corrected 2025 municipal court budget with Lake Country Municipal Court; the revised packet showed estimated revenues of $463,006, expenditures of $460,326 and a surplus of $2,680.
All motions in these items carried on recorded voice votes; where packet figures conflicted with motion wording, board members asked staff to follow up with corrected documentation for the public record.
