The Village Board approved a bartender/operator license for Kayelyn Marie Jean Young after reviewing her background and a staff recommendation.
Chief Misko summarized Young’s background check: Young disclosed an open-intoxicant-in-vehicle citation from October 2023 and a civil citation for marijuana possession from 2019. Staff said the open intoxicant charge was a citation (not an OWI), and the marijuana matter was a civil citation from more than five years ago. The chief recommended approval under local policy because the alcohol-related matter fell outside the village’s one-year disqualification period and because the matters were civil citations rather than criminal convictions.
A trustee asked whether the intoxication-in-vehicle citation necessarily implied impaired driving; staff clarified it did not indicate an OWI arrest or conviction. Trustees moved, seconded and approved the license by voice vote. The board recorded the motion as carried.
