The New Richmond City Council approved a contract to perform cured-in-place pipe lining on selected sewer mains, part of a multi-year effort to preserve older clay tile sewer lines without full excavation.
Staff explained the trenchless lining method: a resin-saturated sleeve is pulled through existing pipe, inflated and cured in place to restore structural integrity and reduce root intrusion. The presentation identified about 2,300 feet of mains for this phase and said the plan is to continue lining roughly 2,000–2,500 linear feet per year for the next five years as part of a preservation program.
The city received two bids and staff recommended awarding the work to VISISU Sewer for approximately $86,943. Staff said the lining cost (about $38 per linear foot in this project) compared favorably with full open-cut replacement, which could be double or triple the price in road locations because of pavement and curb replacement.
Councilors asked technical questions about pipe diameters (staff said sections were eight- or ten-inch) and the thickness of the cured liner (staff said under a half inch). Staff described the work as a package that includes televising and cleaning the sewer, cutting protruding laterals, the lining installation and post-installation televising; the contractor is responsible for bypass pumping if required.
The motion to award contract to VISISU Sewer passed by roll call vote. Staff characterized this phase as “phase 1” and indicated future bids would be brought annually.
