The New Richmond City Council voted to rezone about 11 acres in the Rich River Trails subdivision and to approve a combined preliminary and final plat for a 28-lot single-family addition.
Staff said the application from Twin Cities Land Development on behalf of Creative Homes Investment LLC seeks to rezone four undeveloped parcels from a planned unit development (PUD) to the city’s Z-4 general urban district. Staff and the Plan Commission recommended approval without conditions for the rezoning, noting the Z-4 district allows the proposed low-density residential use and that the project matches surrounding single- and two-family neighborhoods.
On the preliminary and final plat, staff recommended approval with 25 conditions, mostly stormwater-related corrections the city and the developer were working through. The plat dedicates right-of-way for three streets (Rich River Way, Trailway and Legacy Parkway) and connects access to 140th Street. Staff said all 28 lots meet the zoning ordinance’s lot-occupancy requirements and that utilities (water, sewer and electric) are available; utilities will be placed underground, and relocation of primary on Outlot 3 is at the developer’s expense.
The council approved the rezoning and the plat by roll call vote. City staff noted that no parkland is being dedicated with the plat; park impact fees will be charged at the time of building permits. The staff presentation also said there is a per-unit $545 electric service charge to address a three-phase circuit load on 140th Street.
The council’s approval completes the local entitlement steps; the plat’s 25 conditions must be satisfied before final infrastructure acceptance and building permits.
