New Richmond council authorizes water-main study for airport and nearby parcels

The New Richmond City Council on an unanimous vote authorized a consultant study to evaluate current and future water-main needs at the airport and surrounding properties.
City planning and utilities staff told the council the study, proposed by consultant SCH (also referenced in packet as SH), would examine fire-suppression needs at the airport, storage capacity alternatives, possible routes and construction costs. Staff said the same consultant is working on the airport master plan and that coordinating the water study with that work was advantageous.
The city’s staff presentation said the study would focus on water because the airport had flagged fire-suppression capacity as an immediate need, though the scope could “indirectly” examine sewer options to avoid duplicative future work. Staff said the study could begin this spring and be completed later this summer.
Mayor and council members moved and seconded the item and the motion passed by roll call vote.
Staff said the city has discussed airport utility needs intermittently for decades and that some earlier studies exist but are largely outdated. The presentation noted the city will try to use any applicable prior work where feasible and that the airport commission discussed the proposal at its most recent meeting.
The council did not adopt construction or funding steps as part of the study approval; the action authorized only the consultant work to evaluate options. The consultant’s written proposal was in the meeting packet.
The council also heard a brief update the same night that the airport had received a $5,000 donation from the American Legion for police wellness programs and that the city sought to extend electric service to the airport in 2024 (an expense that later appeared in finance materials).
