The Oak Creek Plan Commission on Feb. 25 recommended that the Common Council approve a conditional use permit for Swing and Sip, a proposed golf-simulator business with an on-site drinking establishment at 140 East Rawson Ave., Suites 105–106.
The commission’s recommendation follows a staff presentation that said the proposed bar/lounge area would total about 2,200 square feet, require 32 parking spaces and operate daily from 9 a.m. to 10 p.m. Staff said the business expects about 35 customers per day on a typical day, with a maximum building capacity of 75 people and two employees on site. Todd (staff member) presented suggested conditions and restrictions drawn from the city’s zoning code.
Why it matters: The conditional use permit will allow alcohol service in a multi-tenant development and imposes operational limits intended to reduce impacts on neighboring businesses and public streets. Staff told the commission that the overall site already has a total of 397 shared parking spaces, and that a 2023 site plan approval established parking assumptions for the multi-tenant development.
Commissioners asked the applicant about crowd control, typical busy hours and how the business would count patrons. Jason Roberts, the applicant, said he hired a consultant with experience opening similar facilities and that staff and bartenders would maintain a head count; he said the venture anticipates being busiest on weekends and generally after 4–5 p.m. Roberts gave his address as West 173 North 8941 on the record.
The commission’s recommended conditions include: operating hours limited to 9 a.m.–10 p.m.; no outdoor activity or outdoor storage related to the drinking establishment; and a maximum occupancy of 75 persons including staff. Commissioners emphasized that parking was reviewed under the 2023 site plan and that shared parking across the development supports the requested use.
The commission voted to recommend approval after a public hearing. The recommendation will go to the Common Council for final action.
