Belton ISD outlines writing strategy after assessment changes; district benchmarks show fewer zero scores

District instructional leaders briefed the Belton ISD board on writing instruction and assessment changes and presented early district-benchmark results indicating fewer students received a zero on extended constructed responses.
The presenter explained that writing (extended constructed response, or ECR) now carries meaningful weight in the state English Language Arts assessment: roughly 19% in grades 3–5, about 18% in grades 6–8, and about 16% in high school. Staff described how the STAAR ECR scoring uses an automated scoring engine calibrated with 3,000 student samples; most responses are scored by the engine, some samples are human-scored for calibration and low-confidence cases, and Spanish-language writing is scored by human raters.
To address the scoring shifts, the district developed and administered district benchmarks aligned to the curriculum, provided professional learning and rubric calibration for teachers, and embedded short and extended constructed responses across grade-level curriculum documents. The district reported improvements in the percentage of students who scored a zero on the ECR on the district benchmark: a decrease of 7 percentage points at the elementary level, 13 points at middle school and 11 points at high school (the presenter described these as district-benchmark figures, not STAAR results).
Instructional leaders told trustees they would continue targeted campus- and student-level supports and calibrations to sustain progress.
