At the March 25 meeting the Washington County Board of County Commissioners voted on multiple procurement, contract and personnel items. Most motions carried by unanimous voice vote. The board recorded or stated approvals for the items below.
Emergency operations plan: The board authorized the Department of Emergency Management to use an intergovernmental cooperative purchase (INTG25-0181) to contract with Tetra Tech for a county emergency operations plan update, based on a proposal dated Feb. 17, 2025. The proposed contract amount presented was $59,841.60; funding is available in the department budget and the county will rely on another jurisdiction’s procurement contract for pricing scale. Motion passed (recorded as unanimous).
Sole-source maintenance agreements (year 2 increases): The board approved a year-2 increase to a sole-source maintenance agreement for LifePak monitoring/defibrillator/AED and Lucas automated CPR devices (original contract $97,674.30; year-2 increase $4,411.11; new year-2 budgeted amount $102,086). The board also approved a year-2 increase to a sole-source maintenance agreement for Stryker power-load stretchers and related systems in the amount of $13,342.62. Staff said the increases were due to warranties expiring and additional equipment added to the fleet. Motions passed (unanimous voice votes recorded).
School-based health centers: The board renewed a sole-source operating contract to support school-based mental-health services operated by Meritus Medical Center at Western Heights Middle School and (as listed in the contract) South Pakerstown High School, for a funded amount of $278,235. Staff said the renewal fulfills state-grant contract obligations and uses grant funding rather than county operating funds. Motion passed (unanimous).
Budget transfer for County Attorney: The board approved a FY25 budget transfer of $290,630 from general operations to the County Attorney to pay technical consultants assisting the Division of Environmental Management. Staff explained the transfer is funded by unneeded time-to-care premiums and vacancy savings; the net impact to the general fund is zero. Motion passed (unanimous).
Reappointments and appointment: The board reappointed Richard Block and Mike Harsh to three-year terms on the Washington County Public Golf Corporation board and appointed Brady Johnson IV to a three-year term on the Adult Public Guardianship Review Board. Motions passed by voice vote.
Natural gas procurement authorization: The board authorized county staff to sign contracts for natural-gas purchasing once price proposals are opened and pricing is revealed; staff explained the procurement’s price-opening and signature must occur within a short timeframe to lock futures-market prices. A motion authorizing execution of the contract when pricing is revealed was approved.
Closed session authorization: The board moved and approved a motion to recess into closed session to discuss confidential personnel matters, to consult with counsel and to conduct collective bargaining negotiations, as listed on the agenda cover sheet.
Ending: Purchasing and department staff will finalize contract documents and follow the stated reporting requirements; no additional financial or policy changes were adopted beyond the items listed above.
