The Natchitoches City Council on March 24 adopted a resolution allowing the mayor to commit local funds to pay for engineering work for the city's sewer treatment plant if the city's application for Louisiana Community Development Block Grant (LCDBG) public facilities funding is approved.
Council members were told the scope of work by Baylor engineers is projected to cost $197,175 for design and engineering services related to sewer thickener No. 2. Staff cautioned the city only spends the engineering funds if it ultimately wins the LCDBG award; the engineering expense is intended to improve the city's competitiveness in the grant scoring process. One staff member said full construction could be expected to be approximately $2,000,000 given typical engineering-to-construction ratios.
Council recorded a roll-call vote in favor; members voting "yes" included Eli, Nelson, Smith, Harrington and P.T.
City staff said paying for engineering up front often earns additional application points for LCDBG programs and keeps the project on schedule if an award is made.
