Council awards $601,000 bid for phase 2 water-line project; designer estimate was $640,000

The Natchitoches City Council voted March 24 to award a water-line construction contract to the lowest bidder, CD Construction, for an amount presented to the council as $601,000. City staff said five bids were opened and the award recommendation came from the appointed committee.
The city characterized the work as phase 2 of a multi-phase project to replace cast-iron pipe and noted additional phases remain. Council discussion included a comparison to the project designer's estimate (about $640,000) and an agenda comment that the difference represents roughly $40,000 in favorable variance. Mayor Ronnie Williams Jr. and council members said next year's budget will include roughly $200,000 in additional funds to focus work on South Williams.
A roll-call vote was recorded; council members voting "yes" were: Eli, Nelson, Smith, Harrington and P.T.
Council members and staff described the result as a positive bidding outcome given current market conditions.
