Council appoints Roswell Development Authority as advisory committee for impact fee update

City staff asked the committee March 25 to appoint the existing Roswell Development Authority (RDA) as the advisory committee required by state law for the city’s development impact fee update. Staff said the state enabling statute requires an advisory committee when a municipality performs an impact fee assessment and recommended using the RDA to provide developer and finance representation without creating a new, larger advisory panel.
Assistant community development staff explained that the RDA’s membership includes developers, builders and a CPA‑qualified member and that the RDA would serve in an advisory capacity only; the authority has no approval power over the fee ordinance. The committee considered a resolution listing the authority’s current members and Joe Cusack as legal advisor.
Councilmember William Morthland moved to approve; the motion passed unanimously in committee. Staff will proceed with the vendor‑led study and use the RDA as the advisory committee for the update.
