The Beloit City Council approved a development agreement with the Ho-Chunk Nation covering a proposed hotel, casino and conference center on tribal property.
City staff said the agreement delineates responsibilities: the Ho-Chunk Nation will undertake all private improvements and public improvements on the property it owns, while the city will be responsible for roadway improvements on Willowbrook Road and Colley Road funded with the federal RAISE grant the city received in 2022. Plans and specifications for the development have been submitted to the city's plan review agent and site plan review team.
Staff thanked internal reviewers who worked on plan review and said the nation intends to begin construction immediately upon approval of the agreement and receipt of any required permits. Councilor Foreback moved approval; Councilor Dentsch seconded. The motion passed on a voice vote with no recorded opposition.
