Commissioners praise county emergency training, approve surplus equipment transfers to local entities

Hamilton County emergency management and public-safety officials described a countywide preparedness effort and training program supported partly by federal UASI funds, and the Board of Commissioners approved multiple resolutions to transfer surplus equipment to local political subdivisions.
A county official described a multi-discipline domestic violent extremist and active-assailant preparedness program that united municipal police, fire, medical and communications agencies for standardized response training at a regional training facility. The county official said 2022 UASI funds of $150,000 funded an advanced law enforcement terrorism course and 2024 UASI funds of $250,000 partially funded an active shooter incident management course; the county expects additional full-scale training this year. The official also flagged a recent presidential executive order (dated March 18, 2025) that is expected to prompt federal funding and programmatic changes affecting FEMA and related grant systems; staff said the county is monitoring the restructuring and will adapt local planning and budgeting accordingly.
Separately, county staff presented four resolutions transferring surplus equipment to other political subdivisions. The resolutions and recipients listed in the meeting packet were: Resolution No. 3242503 transferring a generator to Hamilton Southeastern School Corporation; Resolution No. 03242504 transferring a generator to the City of Carmel; Resolution No. 324255 transferring a generator to Indianapolis Executive Airport; and Resolution No. 3242506 transferring camera equipment to Shelby County. Staff explained the transfers are “as is” with no warranties and that recipient entities accept responsibility for condition and maintenance. Commissioners approved each resolution by recorded vote, and staff said two copies of each resolution would be retained in county files.
Commissioners praised emergency management’s public information outreach on weather and preparedness and thanked the public-safety partners for the coordinated training.
