The San Joaquin County Board of Supervisors on March 25 proclaimed April 2025 as Prevention of Cruelty to Animals Month and heard remarks from District Attorney Ron Freitas and partners from the San Francisco SPCA, Stockton Animal Shelter and local farm and agricultural groups.
Freitas described animal protection as “a matter of utmost public concern” and said his office will continue to work with the Sheriff’s Office, animal services and regional partners to investigate and prosecute animal-cruelty cases. He said the county will announce additional initiatives in coming weeks to strengthen enforcement and collaboration with shelters and rescue organizations.
Representatives from the San Francisco SPCA and Stockton Animal Shelter urged public education and greater access to veterinary care, spay/neuter programs and support for local rescue operations. Andrew Genesi and Les Strogan from the San Joaquin County Farm Bureau emphasized agriculture’s interest in animal welfare and urged that enforcement efforts be paired with education for owners and producers.
The board’s proclamation urges residents to report animal abuse, support local shelters and adopt from rescues. No new enforcement authority or funding was adopted at the meeting; participants said further announcements about initiatives and interagency coordination are forthcoming from the District Attorney’s office.
