Hamilton County commissioners approve multiple highway contract supplements, set resurfacing and bridge bids

Hamilton County Board of Commissioners on March 24 approved several contract supplements and gave staff permission to advertise for multiple highway-related bids, actions county highway staff said are intended to keep large preservation and construction projects on schedule.
County highway staff told commissioners the board should accept four bonds listed on the March 24 letter and approved four contract supplements: (1) Supplement No. 2 with Hansen Professional Services for $13,500 to cover additional on-site archaeological work for replacement of a small structure (structure 23055) on Pennington Road; (2) Supplement No. 3 with USI Consultants for $50,000 to finish outstanding work on the Westside project; (3) a United Consulting supplement to add $600,000 for construction inspection, increasing the agreement to a new not-to-exceed total of $4,000,000; and (4) Supplement No. 6 with United Consulting for post-bid design services, an increase of $37,800 that brings that design contract to a $177,000 not-to-exceed total. Highway staff described the $600,000 inspection supplement as necessary because the construction schedule lengthened after bids, requiring more inspection time than originally estimated.
The board also authorized advertising: salt bids for winter 2025–26 (with pricing periods the staff gave as June 1, 2025, through March 30, 2026), solicitation for Bridge 154 rehabilitation (1206th Street over Cool Creek), and the county's first resurfacing contract for 2025 (which staff described as covering portions of 280 First Street from State Road 213 to 37). Commissioners moved and seconded the motions and recorded unanimous approval for the items on the highway agenda.
Commissioners and staff discussed ways to limit future inspection overruns, including tighter upfront contract scheduling and more conservative planning for expected on-site durations. County staff noted the Westside project is complex and roughly a $45,000,000 undertaking, and that bidders and utilities can alter schedules after letting, which contributes to inspection time increases. No change to existing contracts was reported beyond the approved supplements.
The board recorded the actions as formal approvals and directed staff to proceed with advertising the named solicitations and to finalize the supplemented agreements.
