Sheriff’s office to subcontract motivational-interviewing and behavioral-research under federal Safer Outcomes grant

Tim (presenter) said the sheriff’s office received roughly $320,000 under the grant for subcontracted training and research. The first subcontract is with the Institute for Individual and Organizational Change to deliver motivational interviewing training for deputies and leadership; the contract value was described at approximately $60,000 for Jan. 1–Dec. 31. The second subcontract is with Parks Research LLC (listed as Parks Research LLC in the transcript) to conduct evaluation and research of the courses, with a subcontract value described as approximately $86,000. The research will aim to measure behavior change pre- and post-training and — subject to data integration agreements — potentially tie outcomes to body-worn-camera analytics and longer-term behavioral metrics.
Presenters said the federal grant award has been received and that signed contracts are being completed; staff said the research would position the sheriff’s office to seek further federal funding if the training demonstrates measurable behavior change. Commissioners asked about the target group for the initial training, and staff said the plan is to train field training officers and leaders first so they can coach others. Staff also described partnerships with local police and the potential to scale training countywide if results support an organization-wide rollout.
No additional financial appropriation action was recorded at the special meeting beyond the briefing; staff said the grants and subcontract documents are in process.
