Spokane County selects Pioneer as preferred provider for crisis stabilization and sobering services

County staff told commissioners on March 24 that, following a request-for-proposals and interview process, Pioneer was chosen as the preferred provider for the county’s crisis stabilization and sobering services.
Staff said Pioneer already operates the county’s stabilization center, which staff and commissioners said would ease transition and integration. The selection covers two phases: design/build input for interior facility planning and a later service-delivery contract for stabilization and sobering services. Staff described the near-term contract as an annual, milestone-driven agreement to capture Pioneer’s design, integration and technical expertise; service delivery in the full facility is not expected to commence until 2026 or 2027 and will return to the Board for further approvals when ready.
Commissioners and staff discussed facility design, the value of a single provider (rather than multiple providers under one roof), coordination with community transportation and referral partners (including STARS) and a plan to provide both law-enforcement drop-off and a community-facing walk-in component. Staff said the near-term contract will include performance milestones tied to payment to ensure deliverables.
No final county action was recorded at the special meeting; staff will move into contracting with Pioneer and return to the Board with formal contract terms and a service-delivery request in 2026–2027.
