County accepts animal control and shelter reports, renews service contracts with Decatur and Geneva

Adams County commissioners on March 20 accepted the county’s animal control and animal shelter reports and approved continuing service contracts with the City of Decatur and the Town of Geneva.
County staff presented the animal control report submitted by Chad Springer; staff said the county’s animal-control service covers Adams County and provides services for Burn, Decatur, Monroe and Geneva under annual payments from those entities. Commissioners voted to place the animal-control report in the record.
Staff also presented the animal shelter report from Mike and Cindy Heiser, which showed current counts of animals in custody (the report indicated five cats and seven dogs at the shelter). Commissioners accepted the shelter report and praised the shelter’s adoption efforts and social-media outreach.
The board approved a two-year contract extension with the City of Decatur for county-provided animal-control and shelter services at $10,200 annually (the agreement runs into December 2026 but can be terminated as provided in the contract). Commissioners also approved a two-year agreement with the Town of Geneva at $2,100 annually; staff noted the county can review and potentially adjust the Geneva amount in 2025.
Commissioners and staff said the county’s consolidated arrangement is a cost-effective alternative to municipalities operating separate shelters. Staff will forward signed contracts to the cities and towns for their execution.
