Fuquay Varina board approves design, supplemental funding for multiple pedestrian and intersection projects

Fuquay Varina's Town Board on March 24 approved a series of transportation and pedestrian project actions, authorizing design contracts, budget amendments, and municipal supplemental funding agreements that together add millions in grant-supported work across town.
The board approved a design contract with Kimley-Horn & Associates for the Lincoln Heights Pedestrian Improvements Project, which staff said will install roughly 3,000 feet of new sidewalks, crosswalks, curb and gutter and storm drainage to improve connections to nearby schools. Engineering Director Matt Poland told the board the project is scheduled to begin right-of-way acquisition in early 2026 and construction in late 2026; the town will fund design and pursue CAMPO 80/20 funding for right-of-way and construction.
The board also approved a municipal supplemental funding agreement with NCDOT for the Downtown Varina Pedestrian Improvements Project. Poland said the project will build about 4,000 linear feet of new sidewalk, curb and gutter, drainage, pavement and striping. The board accepted an additional $900,000 in grant funding for the Downtown Varina project (which replaces a prior town obligation) and approved POA 25-22 / BA 25-22; staff said the total project budget is now $3.2 million and construction is expected to finish in March 2026.
Separately, the board approved a supplemental funding agreement for the Judd Parkway and Highway 55 intersection improvements (HL-0042). Poland said the original project budget of $1.89 million has grown to $3.69 million; the town will receive $900,000 in supplemental CAMPO funds and has a developer agreement with Brookfield Properties LLC that will reimburse the town up to about $1,120,000 in construction costs. The board approved POA 25-23 / BA 25-23.
Finally, the board approved a supplemental funding agreement with NCDOT for Sunset Lake Road widening phase 2 (HL-0027). The design and right-of-way costs are now estimated at about $3.4 million; the board accepted an additional $900,000 in CAMPO funds with a matching town contribution and approved POA 25-24 / BA 25-24. Construction remains contingent on future bids and additional funding for construction phases; Poland said construction is projected to begin in December 2025 with completion in 2027.
All motions for these items were approved by the board in separate votes. Poland and staff emphasized that escalated construction costs since pre-COVID estimates have increased the need for supplemental grants, and noted CAMPO and NCDOT assistance has been critical to moving projects forward.
