Shepherdsville council to consider countywide comprehensive plan; ordinance sponsorship sought for April 14

Shepherdsville city leaders discussed a countywide comprehensive plan on March 29 and agreed to prepare an ordinance to adopt the plan's goals and objectives for a first reading at the council meeting on April 14.

Mayor Jose Cabero said the plan — prepared by a third party and covering municipalities in Bullitt County — maps expected growth over five- and ten-year horizons and identifies corridors the county projects for housing and commercial growth. Cabero told the council the plan indicates likely residential growth toward the 44 East corridor and that councilors should review goals and objectives before the ordinance’s first reading.

Council discussion focused on transportation and infrastructure. Members asked whether the plan includes specific road projects; staff answered that the goals and objectives include transportation but that detailed road design and right‑of‑way decisions would follow later project‑specific planning and require funding. Councilors repeatedly flagged the need for major funding to build or widen interchanges and connectors that the plan envisions, noting that right-of-way acquisition and potential use of eminent domain would be costly and politically sensitive.

Cabero asked the council to sponsor an ordinance for the April 14 meeting so Shepherdsville could formally adopt the comprehensive plan’s goals and objectives and transmit that adoption to county planners. Council members agreed to read the material before the next meeting and to return substantive questions in advance so the first reading could proceed with prepared discussion.
