The Florence Town Council reviewed and largely affirmed proposed updates to meeting rules and procedures, covering call‑to‑public structure, Zoom participation, consent agenda thresholds, meeting day scheduling and packet distribution.
Lisa Garcia, town clerk, led the presentation of the draft rules and explained the process: proposed changes would return to council as a consolidated document for formal adoption. “These are each council specific rules. ... Just because the idea is on paper does not mean that it has a consensus of the council,” Garcia said, explaining that council would later vote on the consolidated revisions.
Council members debated whether to keep two calls to the public — one at the start of the meeting and one at the end. After discussion, most council members voiced support for keeping two calls, with several noting the public’s opportunity to speak both before and after agenda items. Council member Maldonado and a few others preferred a single call and email options for follow‑up; the council’s preliminary consensus favored retaining two calls for now.
Members also discussed continuing to broadcast meetings but limiting public participation via Zoom. Vice Mayor Adam said he favored allowing residents to view via Zoom or other streams but opposed Zoom participation for public comment; one practical alternative requested was an online written comment submission system. Council member Neal pushed back, noting access issues for residents with disabilities and caregivers and urging staff to assure remote access options. The council settled toward a hybrid approach in which Zoom would remain a viewing option, written public comments could be submitted in advance and read into the record for town residents, and staff would draft language allowing Zoom participation for limited exceptions such as public hearings or remote expert presenters.
Council also discussed consent agenda thresholds and packet contents. The mayor and council agreed staff should include CIP numbers and budget references on RCAs and that large bid documents could be filed with the clerk’s office rather than put in every packet; packets will remain electronic with paper copies available on request. The council also discussed moving regular meeting days from Monday to Tuesday (first and third Tuesdays with a work session on the last Tuesday) and agreed staff should return with implementation details.
Other items discussed included procedures for commissioners’ training, minutes (summary minutes with verbatim for quasi‑judicial hearings), roll call and use of an electronic voting system to capture individual votes, and setting the town’s initiative/referendum filing fees in line with the Secretary of State. The clerk will draft a consolidated rules document reflecting these directions for council review and formal adoption.
