Board advances draft recording policy; staff to set retention rules under state law

Director Christine Novello said the draft had been reviewed by outside counsel James Hazelwood and that the policy instructed the general manager to develop retention procedures that meet state law. "What this proposed policy would do is say we will record any of our governing board or standing committee meetings…we charge our general manager and therefore the staff with coming up with a retention policy that will align with applicable state law," Novello said.
Directors asked operational questions about platforms and retention. Director Horvath asked whether YouTube will continue as the broadcast platform; Novello replied YouTube is the short-term plan and operations will make longer-term platform decisions. Director Verma asked whether recordings are considered official community documents; Novello and other directors explained that the statutes do not require recording, but if recordings are made the association is required to retain them; the draft therefore directs operations to set retention consistent with state law.
Board members and the general manager noted the policy purposely leaves the retention method flexible so operations can change IT platforms without revising policy text. Novello described a narrow counsel-recommended wording change in the draft and reassured directors legal review comments are on file. The board reached consensus to move the draft L14 policy to the regular meeting for formal vote next week and directed the general manager to adopt an appropriate retention method.
