The Kingman City Council approved an amendment to the City of Kingman Zoning Code to implement timelines required by Arizona Senate Bill 1162, adding a 30-day deadline for staff to determine administrative completeness of residential zoning applications and a 180-day deadline for the council to approve or deny such applications.
Jason, planning staff, explained SB 1162 was enacted April 2024 and requires a designated staff member to determine administrative completeness within 30 days of application for residential zoning, and a 180-day timeline for the governing body to make a final decision. Jason said the city already meets or beats those timelines in practice, and the ordinance amendment (identified in the meeting as Z024-003 / Ordinance 19-73) updates sections 2-30.020 and 2-50.020 of the city zoning code to reflect the statutory deadlines. Planning & Zoning recommended approval 6–0 and no public comments were received on the proposal.
The council opened and closed the public hearing on the ordinance amendment and voted to adopt the code changes.
Ending: The code amendment implements state law timelines into local procedure for residential zoning and is intended to speed the processing of housing-related applications; staff will apply the new timelines to applicable rezones and subdivision actions going forward.
