Tom Dorn, the city's legislative representative at the state Capitol, reported to the Kingman City Council on Feb. 28 that a water bill described in testimony as Senate Bill 1520 moved out of committee on a 4‑3 vote largely along party lines. Dorn said he testified in opposition on behalf of the city, focusing on economic‑development concerns and potential local impacts tied to Hualapai Basin activity.
Dorn said the composition of the committee and partisan divisions produced the vote but that he and county partners continue to pursue amendments and engagement. He said the city will meet with state officials — including a deputy from the Arizona Department of Water Resources and representatives from the Arizona Commerce Authority, the Office of Tourism and ADOT — during scheduled visits to the Capitol, and that he will provide a tentative agenda to city staff.
Council members asked about positions of local legislators; Dorn said Representative Biasucci's position was not confirmed that day, that Senator Angus is expected to be sympathetic to rural concerns, and that others remain under discussion. Dorn said other water proposals, including governor‑backed measures, had not advanced at that time.
No council action was taken other than to accept the update and plan the delegation's Capitol visit, which Dorn said will include scheduled meetings and a delegation lunch with legislative members.
