Mohave County Community Services Director Michael Smith presented an overview of the Low‑Income Housing Tax Credit (LIHTC) program to the Kingman City Council on Feb. 28, explaining how the Arizona Qualified Allocation Plan (QAP) awards credits and why rural projects face scoring challenges.
Smith told the council developers must meet QAP criteria — including census‑tract location, redevelopment designation, local financial "skin in the game," or land commitments — to score competitively. He said those requirements currently favor metro areas in southern Arizona, which makes it difficult for some Mohave County projects to win 9% LIHTC awards. He noted developers can also pursue 4% bond deals as an alternate path.
Smith referred to recent Mohave County and Bullhead City projects as local examples, including a Dominion Group project in Bullhead City and a county project for veteran housing. He said the county had produced an online map of candidate parcels tied to the housing study and offered to share developer contacts.
Councilmember Staley and other members asked for staff to identify potential Kingman parcels, to have the city manager reach out to Bullhead City for lessons learned, and to consider an RFP or developer outreach. Manager Walsh agreed to follow up and present findings; Smith volunteered to share developer contacts including Dominion and the Hahn Group.
No formal council vote was required; council direction was to pursue site identification and developer engagement as next steps toward possible LIHTC or other affordable‑housing projects.
