Representatives of the Electric Vehicle Foundation presented their proposal for the city‑owned 519 Building and asked to move forward with a purchase that would house the foundation’s EV collection and related educational and event space.
Tasha O'Neill, speaking for the foundation, said the collection is the largest EV collection in the world and described plans for museum exhibits, community event space, STEM and technical education programming and retention of the north parking lot for public parking. "We are the largest EV collection in the world," O'Neill said, and she told council the foundation has funds available to purchase the building and would present proof of funds when required.
Council and staff discussion focused on parking, event space and educational programming. The foundation said the appraisal for the building included the north parking lot and that the foundation intends to keep that lot available for public parking. Hannah (last name not stated), a foundation representative, emphasized the project’s educational goals and potential to bring regional tourism and STEM programming to Kingman.
Council then directed staff to prepare a request for proposals (RFP) or comparable procurement document for disposition of the building that would identify the city's priorities for use, preserve public parking, and invite offers. City staff noted a formal sale requires advertisement and a public procurement process; council approved the motion to have Manager Walsh and staff draft the RFP and relevant sale terms.
Clarifying details: the building is approximately 20,000 square feet, based on the presentation, and the foundation said it will include event rental spaces and education programs; the foundation said it has financing available to purchase the property. Council instructed staff to craft an RFP that reflects priorities discussed at the meeting.
Ending: Staff will draft the RFP, return with a procurement schedule and advertise the opportunity consistent with city procurement rules.
