City staff said all three purchases were budgeted in the fiscal 2025 budget and that the prices were guaranteed; the hydro‑excavation unit is scheduled for delivery before July 1 to avoid carrying funds into the next fiscal year.
The council also approved a three‑year telematics contract with Rootwire, Inc., for $72,938.80 to equip and manage a telematics system for 10 refuse trucks. Staff said the system will provide vehicle tracking, route completion monitoring, incident verification and video evidence to improve safety and operational efficiency. Council members confirmed the cost was factored into the recent solid‑waste rate adjustment and that a full rate study will be presented in March.
In addition, the council approved a change order for McCormick Construction Company adding $67,588.02 to an existing utility cut patching contract; the original contract was $156,802.74 and the change order brings the total to $224,390.76. Staff said the increase covers an additional 18,734 square feet of hot‑mix asphalt patches required after water leak repairs; staff explained the city has equipment but is constrained by daily patching volume.
