WAVE JTED outlines joint facility plan, seeks funding and legal framework for Kingman campus

Amy West, superintendent of Western Arizona Vocational Education (WAVE), briefed the commission on a multi-entity facility proposal to be sited at the Fairgrounds and Andy Devine (Route 66) in Kingman.
WAVE, which serves grades 10 through 13 across several Mohave County communities, has been saving toward a facility and has developed a district plan and stakeholder input. West said the project envisions shared space for WAVE, Mohave Community College(MCC) small-business development services, economic-development staff and rentable co-work space; WAVE estimated roughly $5,000,000 in preliminary project cost.
Why it matters: the project aims to centralize workforce training, co-locate college and small-business resources, expand career-technical pathways (healthcare, trades, culinary and others) and support local workforce development tied to economic growth.
West said the city council has identified a preferred site and asked WAVE to return with funding recommendations and a draft legal agreement describing operations, shared facilities and responsibilities. She described program options ranging from high-school continuations that feed into college programs to new training not currently available locally. Partners mentioned include Kingman Fire (fire academy), Kingman Regional Medical Center (nursing assistant programs), MCC and local stakeholders.
Next steps are to finalize program mixes, produce architectural and cost estimates, evaluate financing scenarios (WAVE funds, city contributions or other mechanisms) and develop intergovernmental or property agreements with municipal counsel. Commissioners expressed support and offered to assist by clarifying community workforce needs to shape programming.
