Multiple residents urged clearer public access to the 2025 operating and capital budget details and asked why some budget documents were difficult to find on the current RCSC website.
Resident Mike Modell asked when a line‑item budget would be posted; Support Finance Senior Leader Kevin McCurdy and General Manager Matthew D. Lezanski said the current website has search limitations and staff planned to post the detailed 2025 PDFs to the finance and budget page as soon as feasible — potentially immediately — while the new vendor‑built website is finalized for rollout later in March. Kevin said staff could “throw it up” on the current site so members could inspect the numbers before the membership meeting.
Several commenters tied budget transparency to the large 2024 operating shortfall and asked what steps the board would take to avoid surprises. Board Treasurer Director Borsky and President Tom Foster said they are implementing stronger oversight and daily checks on large documents and bids; board members said they had recently reviewed a major bid jointly to confirm numbers before approval. President Foster acknowledged prior breakdowns and said the board and management aim to prevent unmonitored overspending going forward.
Board members clarified the difference between operating revenues/expenses and capital PIF/SIF funds, noting that many large capital projects (e.g., golf course renovations) use PIF/SIF closing‑cost funds rather than the annual operating assessment. Staff and directors urged members to attend town halls and committee meetings for detailed budget discussions and said more material will be posted online ahead of the March membership meeting.
