Finance Committee forwards FY25‑26 budget calendar to full council after adding work sessions and schedule adjustments

The Portland City Council Finance Committee voted Feb. 24, 2025, to forward a resolution recommending adoption of the FY25‑26 budget calendar to the full council, approving several date changes and added work sessions.
Chair Zimmerman opened discussion by saying the calendar is an effort to align statutory deadlines, public engagement, and council work sessions. “This is our attempt to do that, with some exceptions,” Jonas Berry, the city’s deputy city administrator for budget and finance, told the committee during the presentation.
Committee members proposed and approved a package of amendments to the draft calendar. The amendments (as discussed and recorded in committee) included: - Adding budget committee work sessions on May 14 (2–5 p.m.), May 15 (amended start time 2:30 p.m.), May 28 (9:30 a.m.–12 p.m.), and June 4 (2–5 p.m.). - Changing May 21 from a 3 p.m. council meeting to a 9 a.m. council meeting so the body can consider City and Prosper Portland budgets earlier in the day; as part of that change, work‑session listings for May 21 were removed to reflect the 9 a.m. council convening. - Adding a “whereas” clause encouraging the city council’s policy committees to hold related work sessions and deep dives where appropriate.
Councilors debated scheduling conflicts with standing committee meetings, and several members said calendar details could be further scrubbed before full‑council consideration. Councilor Novick asked staff to verify committee conflicts; Councilor Green said the calendar provides a longer span of community engagement leading up to the mayor’s May 5 executive budget release. Budget staff and the Office of Civic Life committed to continue coordinating district‑based listening sessions.
At the end of the committee meeting the clerk called the roll on the motion to refer the amended resolution to full council. The five voting members recorded on the roll call voted in favor; the clerk recorded Aye votes by Abalos, Pirtle Guinea, Novick, Green and Zimmerman. The chair confirmed the committee’s action sends the resolution as amended to the full council for consideration.
The committee passed the measure as a referral to the full council; staff noted that the exhibit contains an emergency ordinance to modify council meeting times so the calendar changes can be implemented without delay.
