PBOT directors outline organizational structure and warn of looming $38 million shortfall

"We hope that at the conclusion of the conversation, you'll have a deeper understanding of why it takes $600,000,000 annually to fuel the budget," PBOT Director Millicent Williams told the committee. The bureau staff laid out the agency's five major operating groups (plan, build, operate, maintain and empower) and described a patchwork of restricted and discretionary revenues that sustain operations and capital delivery.
