Baltimore County — The Board of Education of Baltimore County approved routine personnel matters and confirmed two administrative appointments during its Feb. 25 meeting, then reported actions taken in closed session on two appeal cases.
The board voted to approve retirements, resignations and certificate appointments as presented in exhibits D‑1 through D‑3. A subsequent exhibit (E‑1) presented administrative appointments: Shelby Bardoff was introduced as principal of Mars Estates Elementary School and Dr. Brock Couch was introduced as Specialist, Research in the Department of Research, Accountability and Assessment. Rogers said Shelby Bardoff brings 22 years of experience in BCPS school roles and Dr. Brock Couch joins from higher education research roles.
Nut graf: Personnel approvals were passed by roll call and recognized in open session; the board also announced that it took action on two appeals in closed session and approved both hearing examiner matters once returned to open session.
Board chair Jane Lichter read a summary of the earlier closed session, citing the Open Meetings Act and saying the summaries appear on BoardDocs. Later in the meeting counsel reported that the board had acted on two hearing examiner cases (HEA‑25‑010 and HEA‑20‑507); the board approved the actions on both cases by roll call in open session.
Votes: The personnel matters and administrative appointments were approved by roll call (vote recorded as unanimous among members present). The two closed‑session hearing examiner actions were approved on roll call; one member recorded an abstention on each of those votes as noted in the transcript.
Ending: The board’s personnel approvals will be reflected in BoardDocs and the administrative appointees were welcomed at the meeting. The closed‑session decisions were reported to the public with the required open‑session roll calls.
