Board approves consent agenda, broadband prequalification and several contracts

The Columbia County Board of Commissioners on March 12 approved the consent agenda and a set of agreements and contracts by voice vote.
Items ratified on the consent agenda included: Oregon Broadband Office (OBO) prequalification application for the BEAD program; an information sharing agreement (C21‑2025) between Columbia County and RSG Telecom; approval of meeting minutes and select claims payments; a new OLCC license for Columbia County Sports LLC in Warren; an OLCC off‑premises sale for Tio's Quincy Market in Klaskanite; potential change orders (No. 040 and No. 048) with Kirby Nagelhout for extended scaffold rental and steel erection fabrication contingency; and a CIS risk management grant application authorized for signature by Melissa Enright. One minor correction to an authorization line in the packet was noted by a commissioner and will be addressed; counsel said written changes to Business Oregon language must be handled with Business Oregon directly.
The board then approved agreements and contracts (items A–F) that included a personal services contract with Le Chevalier Strategies, an indemnity agreement for the Vernonia Marathon, an indemnity agreement for the American Lung Association Reach the Beach bike ride, the County Energy Resilience Program agreement (25‑021), a building evaluation support agreement (PO44000‑00039380) with the Oregon Department of Consumer and Business Services building code division, and a health care services contract with Columbia Pacific Coordinated Care Organization and CareOregon for naloxone distribution. All motions passed by voice vote (ayes recorded).
