Council appoints Laura Campos to Cully TIF community leadership committee

Portland City Council confirmed Laura Campos to the Cully Tax Increment Finance (TIF) district community leadership committee on Feb. 19, voting to fill a vacancy through a motion on the regular agenda.
The mayor’s office and the Portland Housing Bureau presented the nomination. Halmi Hisserick, director of the Portland Housing Bureau, told council that the Cully district plan (adopted by ordinance 191071) set up a community governance charter and a leadership committee to advise the city, Prosper Portland and other officials on plan implementation. Hisserick said Campos had been vetted and recommended by the governance committee and highlighted her community work with Verde, the Cully Gathering Garden and NAYA.
Laura Campos spoke to the council and outlined her background: she said she is a Native American elder, has chaired equity and inclusion work in neighborhood organizations and has worked with community youth on native plant projects and cultural gatherings. "I have a long standing history with the community," Campos said, describing past work on equity policy and community gatherings. Council members who served on the governance committee said the nomination was vetted and approved 5-0 before reaching full council. Councilors discussed broader governance issues for volunteer boards and commissions and signaled further committee work on streamlining appointment procedures.
Council then moved the appointment to a vote. The roll-call confirmation was unanimous; the council recorded aye votes from all members present. Councilors praised Campos' community ties and noted the governance committee's work to develop clearer procedures for appointments — including whether some appointments should move through governance or be routed through relevant policy committees. The governance chair asked volunteers and applicants to provide written testimony if they wanted to weigh in on proposed processes.
The appointment fills a vacancy on the Cully TIF community leadership committee through Oct. 1, 2025. Councilors said they intend to continue work on clarifying appointment rules, valuing volunteer time, and tracking demographic and geographic representation on advisory bodies.
