Governance committee forwards Laura Campos nomination to full council for Cully TIF leadership committee

The Governance Committee of the Portland City Council voted to forward the nomination of Laura Campos to the full City Council for confirmation as a member of the Cully Tax Increment Financing (TIF) Community Leadership Committee, filling a vacancy through Oct. 1, 2025.
Portland Housing Bureau Director Helmi Hisrick and Jessica Connor, senior policy analyst at the Housing Bureau, described Campos’s community work in Cully and asked the committee to recommend confirmation. Jorge Sanchez Bautista, co-chair of the Cully TIF Community Leadership Committee, spoke during public testimony in support of the appointment.
The nomination was moved by Councilor Ryan and seconded by Councilor Pertel Guinee. The clerk called the roll; Councillors Dunphy, Pertel Guinee, Ryan, Clark and Koyama Lane voted “aye.” The motion carried and the appointment will be considered by the full City Council for final confirmation.
Hisrick said the City Council earlier approved the Cully TIF district plan by ordinance on Nov. 16, 2022 (Ordinance No. 191071) and that the TIF plan includes a community governance charter establishing the Community Leadership Committee and its role advising city staff, the mayor, the City Administrator and council on plan implementation. Jessica Connor said Campos was listed under the committee’s eligibility category as someone who "worships" in the district, addressing a question about whether the nominee lives in Cully.
Committee members asked about Campos’s background and the committee role. Hisrick and Connor outlined Campos’s volunteer work with community organizations in Cully, her past work with city bureaus and local colleges, and noted the appointment fills an existing vacancy and runs to Oct. 1, 2025. Jorge Sanchez Bautista said Campos has remained engaged with Cully organizations despite living outside the neighborhood and recommended her appointment.
The committee did not take a final confirmation vote; it forwarded the nomination to the full council with a recommendation for confirmation.
The committee took up the appointment as the first order of business at its Feb. 10 meeting and then moved on to broader discussion of proposed council and committee procedures.
