Staff planner Andy Lambert told council the property is elongated between Franklin Boulevard and I‑5 and is contiguous with existing Springfield limits. “It’s approximately 26.6 acres,” Lambert said, and staff concluded urban services could be extended to the site.
Colin McArthur, principal planner with Cameron McCarthy representing EWEB, told council the property is intended for a second water intake and treatment facility to provide a backup source to the Mackenzie River supply. “The proposed project will give the community a second source of water,” McArthur said, and EWEB plans the work in phases: annexation, code and plan amendments, later site‑specific land‑use applications, and then design and construction.
Councilors asked about visibility and the site’s appearance along the highway and whether the Glenwood refinement plan and urban renewal policies would shape ultimate design. McArthur said design details would be addressed later through code amendments and site plan review and that EWEB intends to collaborate with the city on consistency with the refinement plan.
No members of the public testified at the hearing. The assistant city attorney summarized procedural rules for quasi‑judicial hearings and reminded the council about ex parte contacts and the requirements for preserving appeal rights.
After the applicant presentation and staff Q&A, the council closed the public hearing and closed the record. Staff described the item as a first reading and said no action was required that evening; subsequent steps will include proposed amendments to the Springfield Development Code and the Glenwood refinement plan and later site‑specific approvals if the annexation moves forward.
