The Gresham‑Barlow School District board on March 5 removed the personnel report from the consent agenda for further discussion, heard a detailed explanation of the district’s evaluation and status procedures from Human Resources Director Angela Freeman, and then approved the personnel report and employee contracts.
Director Blake Peterson asked the board for a clearer explanation of the difference between probationary and contract status; HR Director Angela Freeman said probationary status generally covers the first three years of employment and that, after three years, licensed staff enter contract status. Freeman said evaluations for administrators focus on six standards — “visionary leadership, instructional improvement, effective management, inclusive practice, ethical leadership, and sociopolitical context” — and described a timeline of beginning‑of‑year goal setting, midyear conferences and end‑of‑year summaries.
Freeman said both licensed teachers and administrators undergo formal and informal observations and that evaluation materials and handbooks are available on the district website. She emphasized that the board itself does not carry out individual employee reviews but that board members benefit from understanding the evaluation framework.
After the explanation, the board voted to approve the personnel report and employee contracts. The motion to approve the personnel report was moved by Director Myra Gomez and seconded by Director David Lickitich; board members voted in favor and the motion carried.
