Budget office reports preliminary December 2024 closeout: state aid and federal aid figures shifted since draft report

Deputy Budget Director Dean Messina presented the budget office’s preliminary monthly report through December 2024, noting several sizable revisions since the draft was prepared and cautioning that numbers are unaudited.
Messina said the snapshot in the packet reflected a point in time (the prior Tuesday) and that entries continued to post. The report showed state aid earlier reported as $20 million under 2023 actuals had increased to “just under $114,000,000,” approximately $2 million above 2023 actuals at the time Messina spoke. Federal aid was reported at just over $62,000,000. On the expense side, Messina said personal services had increased by roughly $11,000,000 (about 7%) compared with 2023 and benefits rose about $9,000,000 (about 10%).
Messina said the budget office’s immediate focus is closing open purchase orders to reduce outstanding encumbrances and that the final unaudited numbers were still subject to change as the county prepares for its auditor’s work.
Ending Messina told the committee the office planned to provide updated figures when audit work advances and that a final audited fund-balance number will follow the audit completion.
