District warns federal funding uncertain; carryover and electric‑bus grant represent substantial carryover dollars

Beaverton School District’s budget team told the March 11 budget committee that while the district receives tens of millions in federal grants, the outlook for future federal funding is uncertain and some large carryover grants require monitoring.
Budget manager Jessica Jones said the district’s current federal funding allocation totals roughly $32.8 million for the current school year. In addition, the district has about $26.2 million in federal carryover funds; Jones said roughly $19.7 million of that carryover is an EPA grant for electric school buses.
Jones also presented the district’s integrated guidance grants: she said the estimated Student Investment Account award for the coming year is about $38.3 million — slightly lower than the current year — and that the district’s High School Success Grant estimate is about $12.1 million.
Why it matters: federal grants support specific programs such as nutrition (school breakfast and lunch), Title programs, IDEA (special education) and targeted grants such as electric‑bus replacement. Jones said many federal grants allow carryover of unspent funds, which is why the district reports substantial carryover balances that can be spent in future years.
Jones told the committee she had planned to provide more federal detail but that uncertainty at the federal level — including discussions about possible block‑grant approaches that would flow funds through states with attached conditions — limited what staff could confirm at the time of the presentation. She said staff will watch federal developments and report back when clearer guidance is available.
