Union seeks MOU for spring benefits access and representation ahead of open enrollment

OSEA bargaining representatives asked Beaverton SD negotiators to consider creating a memorandum of understanding (MOU) to set interim terms for union access, notification and representation during the district's open enrollment process.
Union leaders said the sudden changes to insurance last year and the rapid timeline this spring prompted the request. "We wanted to, talk about the idea on matching language with BEA ... as well as the access to our meetings, the idea of the change and immortalizing how many people for each association are, able to attend these committees and advocate for their memberships," one union presenter said.
District negotiators said they were open to considering an MOU that addresses the access pieces while final financial terms are still under review. The union said it would draft proposed MOU language and share it with the district for review so the parties could meet offline and not wait until the next full bargaining session.
Both sides said they would use upcoming labor-management meetings to continue the discussion and that the MOU, if adopted, could be a temporary measure to guide spring outreach while a final contract or benefits changes are negotiated.
