Board members asked how the change will affect electives and small or charter schools. Cook acknowledged the change “decreases the opportunity for electives by 1 credit,” and Dr. Burke described a one‑year waiver intended to reduce impacts on students already in their senior year. She said most schools have implementation plans; smaller schools and online programs will face scheduling challenges and will use advisory periods or other structures to meet the requirement.
Cook and staff emphasized that the requirements represent an implementation burden without additional ongoing district resources. He said the new rules will be phased so existing students are not unfairly affected.
The council took the matter as part of a broader consent for information packet. A board member moved to approve the consent agenda; the motion was seconded and the chair called the voice vote. The chair announced the ayes carried and the consent agenda — which included several policy updates (GBNAB‑JHFE‑AR reporting of suspected child abuse; JHFE‑AP pregnant/parenting students; IGBHD‑AR program exemptions; IKF‑AP graduation requirements) — was approved by voice vote.
Board members asked for follow‑up information on specific items listed in the consent materials, including dual‑credit participation by historically underserved students, diploma appeals and timing for stamp test administration for biliteracy recognition. Staff agreed to provide the requested data.
No ordinance or binding change to the district budget occurred at this meeting; the policy revisions in the consent packet were adopted as administrative materials and will be posted for public reference.
