The Albany City Council voted on Feb. 26 to award a contract for the 2024 pipe-bursting sewer-replacement project to K & R Plumbing Construction Company, Inc., the low bidder at $693,500.
Public works staff reported four bids ranging from $693,500 to approximately $1.1 million and recommended K & R Plumbing as the lowest responsive bidder. Staff explained that pipe bursting is a trenchless replacement technology that is generally more expensive than open-trench work but is less disruptive to the public. Staff said the operation is usually set up at a pipe segment and the work typically requires one to two days of disruption per set-up.
Councilors asked about the locations and likely duration of impacts; staff said the project will affect initial segments in parts of the city with relatively low disruption and reinforced that collection-system staff identify pipes for replacement through video inspection, cleaning and condition assessment. A motion to award the contract to K & R Plumbing carried by voice vote after the motion and second; councilors answered in the affirmative when asked for ayes.
