Albany City Council adopts amendments to comprehensive plan after staff presentation; unanimous vote

Albany City Council on Feb. 26 adopted an ordinance amending the Albany Comprehensive Plan (planning file CP-03-24) following a staff presentation and a legislative public hearing. The council voted unanimously to adopt the ordinance (Ordinance No. 4836 as amended), with corrections to Exhibit A and findings in Exhibit B.
Project planner Liz Olmstead told the council the package is Phase 1 of a two-phase project intended to update and clean up the existing plan ahead of a full rewrite during a later strategic planning effort. Olmstead said the amendments remove outdated material, adopt facility and master plans as supporting documents, and make minor clarifications. She said the proposed changes must meet two criteria: consistency with comprehensive plan goals, statewide planning goals and adopted area plans; and the need to update the plan to reflect changing conditions and laws.
No members of the public registered to speak at the hearing. Councilors offered a few comments in support: Councilor Thompson said the document is large and that a fuller strategic-planning process later will allow additional review. Councilor Smith praised inclusion of language on directing growth and the incorporation of area plans for East and South Albany.
A recommended motion in the council packet, amended to reflect corrections noted before the meeting, was offered and seconded. The city attorney read the ordinance in title only, and the council then voted to adopt it. Roll call votes were recorded as follows: Councilor Thompson — aye; Councilor Montague — aye; Councilor McLeod — aye; Councilor Smith — aye; Councilor McGee — aye; Councilor Newton Azar — aye. The motion passed and the ordinance was adopted as amended.
The council’s legislative decision may be appealed to the Land Use Board of Appeals; the record notes that a notice of intent to appeal must be filed within 21 days. The city manager also said the adoption package will be forwarded to the Oregon Department of Land Conservation and Development as required.
The council and staff characterized this action as an interim, housekeeping update to ensure the plan remains a usable reference while staff and the council proceed with a comprehensive rewrite during strategic planning.
