Tigard council pulls ODOT IGA from consent agenda, approves remaining consent items

The Tigard City Council on March 4 removed an intergovernmental agreement (IGA) with the Oregon Department of Transportation (ODOT) for Fanno Creek Regional Trail crossing safety improvements from the consent agenda and approved the remaining items by unanimous vote.
Staff recommended either pulling the IGA or authorizing the city manager to sign after negotiations; staff said outstanding contract issues meant the draft before council was not final. City engineer Joe Wisniewski told council that delaying one to two weeks would not negatively affect the project schedule. Councilors agreed to pull the IGA to allow review of the final draft.
Council then approved the amended consent agenda — which retained a contract for cured‑in‑place pipe rehabilitation — by unanimous voice vote. No further discussion occurred on the adopted consent items at the meeting.
The IGA with ODOT will return to council after additional conversations between city staff and ODOT.
