During public comment on March 4, Isaac, who identified himself as a Tigard resident and co‑owner of Kush Cart, urged the Tigard City Council to sign a letter of support for House Bill 2519 to permit legal cannabis delivery across county lines.
Isaac said Kush Cart has completed roughly 25,000 deliveries and that many customers cannot travel to dispensaries because of age, disability or medical conditions. “These residents deserve safe regulated access just like they have for prescriptions and groceries,” he said. He argued delivery could reduce reliance on opioids for some residents and reduce storefront advertising in Tigard, and described delivery as a “smarter, greener solution” that can consolidate trips and reduce emissions.
City staff noted the city received one written public comment from Sharon Kelly on the Just Compassion shelter and that no in‑person or phone callers were in the public‑comment queue at the start of the meeting.
