Council approves IGA with TriMet to advance Willow Creek Park-and-Ride affordable housing project

The council approved an intergovernmental agreement (IGA) on Feb. 18 with TriMet to advance an affordable-housing project at the Willow Creek Park-and-Ride (adjacent to the Willow Creek MAX station). TriMet will offer about 2.92 acres at the north end of the site to a developer selected through a competitive request-for-proposals process; the negotiated land sales price in the IGA is $1,250,000 (staff said the appraised value exceeds $3,000,000).
The city will reserve its remaining Metro housing bond allocation (approximately $1.55 million) to support the selected project. Staff said the Willow Creek project is expected to produce a minimum of 110 affordable units, which would allow the city to exceed its overall Metro-bond production target. The city’s bond funds, staff emphasized, will remain at Metro in reserve until the chosen project secures final approvals and closes financing; Metro funds are disbursed only after a project achieves required approvals.
Staff said TriMet purchased the property with Federal Transit Administration grant funds and has discussed the proposed disposition with the FTA; TriMet staff reported no impediment so far. The project is expected to pursue federal Low Income Housing Tax Credits and may include project-based Section 8 vouchers administered by the Washington County Housing Authority.
The IGA directs TriMet to issue a developer RFP (staff planned the RFP within weeks) and to coordinate a developer-selection process that will include a city advisory panel and a future City Council recommendation for award. TriMet’s sale and conveyance to the selected developer is part of the project implementation sequence; staff estimated project selection by July and construction-financing milestones in 2026–27, subject to competitive funding.
Ending: Council approved the IGA after brief committee-level review. Staff will return with an RFP timeline, solicit developer proposals, convene a selection advisory panel, and return to council with a recommendation for the selected developer.
