Chautauqua County’s Audit and Control Committee approved a $70,000 appropriation from American Rescue Plan Act (ARPA) interest earnings to fund a hydraulics study for the North County Water and Sewer District on options facing the village of Fredonia.
Allison Vento, administrative director for the North County sewer and water districts, said the district is evaluating whether the village should remain on its own supply or become a customer of the county district; LaBella Associates was engaged to model hydraulics and connection options. Vento said the county had expected a $50,000 grant from the Dormitory Authority to help with the study but that request was denied, so the district requested ARPA interest funds to cover the shortfall.
Vento said the study’s objective is to position the district to seek additional grant funding later in the year if a connection path proves feasible. County legislators and staff described it as a potential win‑win: the village would secure an alternate supply while the district could gain a large customer, potentially lowering per‑customer costs in the long run.
The resolution was approved; county officials said the ARPA interest funds used are earnings on previously appropriated federal ARPA dollars.
