Public Works committee approves hires and maintenance contracts; security contract for 63 Genesee Street sent to Ways and Means

The Cayuga County Public Works committee approved a package of staffing and building maintenance resolutions and discussed multiple procurement items for county facilities, including the 63 Genesee Street building.

Resolutions approved by the committee included authorization to hire a part-time general laborer in the Buildings & Grounds department and to fill a superintendent of buildings and grounds position. Committee members confirmed the superintendent position is posted on the county HR website.

The committee approved annual commodity/material bid awards and routine renewals for annual contracts. Members also authorized an increase in state snow-and-ice revenue estimates and corresponding expenditure adjustments to align county budgets with anticipated state reimbursement for snow-and-ice work.

Separately, the committee considered a bundle of contracts for services at 63 Genesee Street: signage, cleaning and security. Contracts for signage (A & M Graphics) and cleaning services were moved and approved after discussion about price negotiation for cleaning. A proposed contract with Allied Universal for security services at 63 Genesee Street prompted extended discussion about price and procurement method: staff said Allied Universal (or the proposed vendor) responded to outreach and is on state contract; committee members questioned whether the cost was reasonable and whether the county had issued a competitive bid. Committee members moved to refer the security services contract (PW 5) to the Ways and Means committee for additional review; that referral was approved.

The committee also approved maintenance contracts for HVAC systems at the Public Safety Building and the backup center and discussed which department budget lines should carry those maintenance costs. Committee members said maintenance contracts historically have been processed under different departments and discussed moving maintenance funding to Buildings & Grounds in the county’s 2026 budget transition.
