Committee backs resolution urging local governments to ease rules for youth entrepreneurship

Representative Josh Wheeler presented House Concurrent Resolution 11 to the Senate Commerce and Human Resources Committee on March 3, 2025. Wheeler said HCR 11 complements House Bill 144, which would exempt small sellers from sales tax on under $5,000 in annual revenue, and that the combined measures are intended to encourage young people to explore business ownership.
No public testimony was offered on HCR 11 at the hearing. Senator Lenny moved to send the resolution to the Senate floor with a due-pass recommendation and Senator Guthrie seconded; the committee approved HCR 11 by voice vote.
The resolution is a policy request to local governments rather than statutory relief; if enacted it would serve as a legislative statement encouraging localities to consider regulatory relief for youth-led enterprises.
